Anonymous users are able to browse all content, but can not post. This is done to prevent spam.
To post comments you must log in with an id that you use for WOProject (or Cayenne) JIRA bugtracker. If you don't have one, signup here.
There is a category of trusted users - "WOProject Editors" - these people are able to create new pages and post blog entries on WOProject blog. This permission is given based on a "chain of trust" approach - an administrator can give it to the community members he can trust, automatically including all WOProject committers, they in turn can recommend others.
